Frequently Asked Questions

Benefits can feel complicated, especially when you are enrolling for the first time, experiencing a life change, or trying to understand when coverage begins or ends. The questions below are intended to help employees find quick answers and know when to contact Human Resources for additional assistance.

When do my benefits begin?

For eligible employees, benefit coverage becomes effective the first day of the month following your start date, provided all required enrollment information is submitted within the applicable enrollment timeframe.

How long do I have to enroll as a new employee?

New employees have 30 days from their hire date to enroll in benefits. Employees who do not complete enrollment within the required timeframe may have to wait until the n0065t Open Enrollment period unless they experience a qualifying life event.

Who is eligible for District benefits?

Contracted employees who are regularly assigned to work 6 hours per day, or 30 hours per week, are eligible to participate in the District’s benefit programs.

Can I change my benefits during the year?

Benefit elections remain in place for the plan year unless you experience an eligible qualifying life event. Example may include marriage, divorce, birth or adoption of a child, or loss or gain of other health coverage. Employees should contact Human Resources as soon as possible after a qualifying event because changes must be submitted within the applicable enrollment period.

When is Open Enrollment?

Open Enrollment is held annually and gives eligible employees the opportunity to review available plans and make benefit changes for the upcoming plan year. Dates, rates, plan changes, and enrollment instructions are communicated to employees before each Open Enrollment period.

How do I add or remove a dependent?

Dependent changes may be made during Open Enrollment or following an eligible qualifying life event. Documentation may be required depending on the change. Contact Human Resources for assistance with the applicable enrollment requirements.

How do I change my beneficiary?

Employees should periodically review their life insurance beneficiary information, especially after major life events. To update your beneficiary information, please contact Human Resources at (760) 248-6108 ext. 1005.

What should I do if I have not received my health insurance ID cards?

First, confirm that your enrollment has been processed and that your coverage is active. If your coverage is active but you have not received an ID card, you may be able to access a digital card through the CVT web portal at https://mycvt.cvtrust.org/. Contact Human Resources if you need help confirming your enrollment or locating the appropriate carrier resource.

What is a qualifying life event?

A qualifying life event is an eligible change in your family or coverage status that may allow you to make benefit changes outside of Open Enrollment. Common examples include marriage, divorce, birth or adoption of a child, or loss or gain of other health coverage. Because documentation and deadlines apply, employees should contact Human Resources promptly after the event occurs.

What happens to my benefits if I leave the District?

Your active District coverage will end according to the terms of the applicable benefit plans and your separation date. Depending on your circumstances, you may receive information about available continuation coverage. Human Resources can help confirm when your District coverage is scheduled to end and direct you to the appropriate continuation resources.

What is I am going on leave?

A leave of absence can affect benefits differently depending on the type and length of leave. Employees planning or beginning a leave should contact Human Resources to review benefit continuation requirements and any employee contribution responsibilities that may apply.

Who should I contact if I need help?
