Developer Fees

Education Code Section 17620(a)(1) authorizes the governing board of any school district to levy fees, charges, dedications, or other requirements on construction projects within the district’s boundaries to fund the construction or reconstruction of school facilities. Developer fees are a type of statutory fee imposed on residential, commercial, and industrial developments to help mitigate the impact of new construction on local school infrastructure.

Effective May 14, 2025, the Lucerne Valley School District will implement the following developer fee rates:

• Residential construction: $5.17 per square foot of habitable space

• Commercial and industrial construction: $0.84 per square foot

All fees are based on assessable space as determined by the local building department and must be paid prior to the issuance of a building permit.

Per Education Code Section 17620, residential projects—including new construction, additions, and Accessory Dwelling Units (ADUs)—that total 500 square feet or less are exempt from school developer fees.

The forms from the City and San Bernardino County must include the following details to complete the Certificate of Compliance:

• Full Name and Complete Address of Builder/Developer/Owner
• Site Address
• County APN (Assessor’s Parcel Number)
• Tract and Lot Number(s)
• Permit Number
• Total Living Square Footage

Please allow 24 to 48 hours for documentation to be prepared. You will receive an email notification once your documents are ready for payment and pickup.

Payment Instructions

Only the following forms of payment will be accepted for developer fees:

• Cashier’s Checks made payable to:
  Lucerne Valley Unified School District (LVUSD)
• Exact Cash Amounts Only
  (No personal checks, credit cards, or money orders will be accepted)
